Not too certain about that... I know that some boards exist (e.g. 
Gigabyte GA-586DX-512 older revisions) that support the 166MMX but 
_DO_NOT_ support the 200MMX, even though CPU bus will run at 200MHz.
 
The newer versions of the above board have CPU voltage auto-detect, but I 
would not be confident in its ability to run 2 different voltages. It 
would be a kludge that MAY work, but I would not recommend it.

Intel just dropped their prices this morning... maybe you could 
"liquidate" the older processor. The 166MMX's are down under $200 each. 
The price for (2) 166's will still be less than the original budget for 
the single 200MMX!
