If you expect to find someone with those sort of skills and only are going to pay them part time (as a consultant, with no benefits), then you better offer a wage better then that of a closing shift fast food worker. Typically the tradeoff for offering a low amount of hours is a high paying wage. Also, to ask someone for a Microsoft Word format resume is being pretty ignorant of the person you're trying to hire.
