It's likely something to deal with options negotiations, I would suggest
checking to see if Andrew changed telnetd to be compiled with KLUDGELINEMODE,
if he did, remove it, as that's a bug.

  This used to work, and the cisco can go to freefall just fine, just
  nothing newer..  Argh!  Who is our firewall and if people can't telnet
  through it, they're hosed..
