Problem 1: Installation...
Your idea is not workable... 1: FreeBSD, afaik, can not boot from a fat32 partition... 2: even it it could be getting it to work from such a odd place in the fs would not be fun...

Problem 2: FTP...
Get a client that can do passive ftp...
