  You named 3.1-RELEASE, so I assume that's the version for you need info.
Put the following line in your /etc/rc.conf or (better) /etc/rc.conf.local
file:

update_motd="NO"

  If you mean the copyright message and motd, put an empty ".hushlogin"
file in the home directory of the user. Also, you can change/remove the
welcome message before "login:" modifying /etc/gettytab.
