The "-U" flag rebuilds the INDEX file from which the "-u" flag builds
the internal db's, so yes, you do need an up-to-date INDEX file.

I can't help but think that there's got to be a way to memoize the
port dependencies to make building the INDEX file faster than it goes
now.
