Looks like the sample cvs-supfile from 2.2.8 already omits these statements.
(The directory /usr/share/examples/cvsup/ as a number of samples, for those
behind even me on the curve.  I'm referring to the file cvs-supfile in this
directory)

That I know.  I was running CVSUP all the time I was the worlds most invisible
commiter.  :-)
