The trouble on FreeBSD/ia64, apparently, has something to do with the general 
problems with threads on that architecture.

Do any applications, that use ICU rely on the its multi-threading features?

Nothing in the package itself seems to rely on _REENTRANT.

Could you, please, test, if your ports link against icu, that's configured 
without threads? I intend to turn WITH_THREADS off by default...
