Ok, first things; check that you're building from a totally fresh source 
tree (check one out somewhere else).  Make sure you have a fresh copy of 
config(8) as well.  I've moved some stuff around that *might* cause 
problems if you have an old build tree lying about.

If that still fails, make sure you have an up-to-date copy of pciconf 
built, and give us the output of 'pciconf -lv'

Sorry for the short initial response; I'm kinda grasping at straws trying 
to work out where the PCI configuration space scan might have gone, since 
the busses are found (which typically means that the host bridge was 
discovered OK).  If this was fundamentally broken, I'd expect it to fail 
everywhere...
