Yes (they are used by default):

adaptive.start 6000 states
adaptive.end 12000 states

That was the problem. I increased states limit, but adaptive.start and
adaptive end remained default. No I switched adaptive timeouts off by
using set timeout { adaptive.start 0 adaptive.end 0 }
