Please refer to the PC-BSD wiki page on this:

http://wiki.pcbsd.org/index.php/PC-BSD_Users_Handbook#Switching_to_the_FreeBSD_LOCALBASE

You must use the "runports" command to switch to the /usr/local LOCALBASE in PC-BSD 7.1. After you do so, your make's will run normally.
