In case you can't get that weak symbol thing to work -- why don't you (Kris) create another port that just fetches and installs your package, and add some glue (to bsd.port.mk I guess) to make rsaref-requiring ports depend on it. That way at least the port-builders will have their entire chain of build done by port dependencies only.
