Well, the conventional way to do it is create a port, and then just
"make package".  If you want to hand-roll one, I've never done that, but
I'd read pkg_create(1) first if I did.

Actually, I'd do the port, then use the stuff from pkg_create to add
notation to the PLIST to get what you're asking for.
