Quick fix is to = mv the file out of the directory, rmdir the directory, then change that file's name to be that of the directory. Neither script is actually installed into the base system, but arc_summary is available as a port under sysutils. Not sure if a new bug should be opened for this, or if any/all issues w/ freebsd-update itself failing to complete file updates should go into this = bug.
