Really doesn't matter if it is tier-1 or not for this question.  Alpha
and IA64 aren't teir-1 yet 5.3-RELEASE exists for them.

The answer is still "no".  PowerPC is still being developed and isn't
ready to be called FreeBSD "-STABLE" quality yet.
