libfilezilla was tested on 10.2 on both amd64 and i386, but surprisingly fa=
ils
to build in the cluster due to an undocumented difference.

<antoine> uses=3Diconv is different on 10.1 and 10.2

Section 6.23 of the Porter's Handbook only mentions a difference in behavior
before/after 10-current from 2013. There is no mention of the difference
between 10.1 and 10.2.

Patch adds USES=3Diconv to allow building on 10.1 where it's not really a n=
oop.
