I seem to have run into a new one now. Again, building modules with the
kernel works fine

===> sys/modules/linprocfs
rm -f .depend
mkdep -f .depend -a   -nostdinc -D_KERNEL -DKLD_MODULE -I- -I. -I@
-I@/contrib/altq -I@/../include
/usr/src/sys/modules/linprocfs/../../compat/linprocfs/linprocfs.c
/usr/src/sys/modules/linprocfs/../../compat/linprocfs/linprocfs.c:94:24:
opt_compat.h: No such file or directory
mkdep: compile failed
