After that, it's kind of up to the TCP/IP stack and kernel to ensure that the tun interfaces are seen. However it looks on my servers as if BIND actually "enumerates" the interfaces that are present and binds to each one, which matches with what you're seeing. The most obvious suggestion I can make is that you tell the clients to use an address that's always there, such as the 10.0.0.1 in your example.
