I had a similar kind of problem I think when trying to install 2.1.6 via 
ftp, i noticed on the menu that even though there were com1 and com2 
options, both pointed to something like /dev/cuaa1, so i just swapped 
the modem around with the mouse and got stuck on a different problem.
