Given that more and more X-based ports are installing Perl and Python
modules, would it be possible to add ${X11BASE} (plus the equivalent
subtree that exists in ${LOCALBASE}) to the default search paths for
Perl and Python?

Right now, the only way to get around the ${LOCALBASE} limitation is to
hack each port to install its modules to ${LOCALBASE}.  Thanks.
