Because there are programs out there which use features/extensions found in these and are incompatible with new versions. It is also non-trivial/impossible to port them. Ports using them? Well, if I remember correctly, about a year and a bit more ago there was a word out that no ports using the old versions are to go into the ports tree. And weren't later such ports removed/ported?
