README file in the usr.sbin/ctm seems to claim that ctm is generic-purpose tree diff and apply tool. But also, near the end, the same text claims that cvsup has replaced the ctm, hmm. Does anybody use ctm for any purpose, not necessary keeping up FreeBSD source tree ?
