UPDATING is the expected way to read about ports changes that affect the
building of ports.  I suggest you use binary packages instead, which handle
this situation.

In this case, it is stated very clearly in UPDATING how to handle this
situation.

This is not a bug, it is a matter of an outdated ports tree and an outdated
installation, with clear instructions on how to handle the situation.
