DSL is organized in different ways in different parts of the world, and contention ratio is certainly an issue in some places. The OPs email address domain is registered from addresses in Malaysia. Unless you've worked for ISPs in the country where his DSL is located, your experience isn't very relevant. I'm not saying that his problem is due to contention ratio, just that there is as yet no grounds to dismiss the suggestion as rubbish.
