I don't think it can succeed outside the existing framework, for reasons that Terry mentioned. As he said, outside solutions create their own set of problems unless merged with the main tree. If core resisted painful architectural changes from paid developers, a split would ensue. That's why at least some of the core members would also need to become some of the paid developers.
