It seems to me that if the concern is to prevent accidents, such a capability might be more useful than complete disabling of ctl-alt-delete reboot. If the concern is also to prevent malicious reboots, then perhaps the response to such a query might include some sort of trivial (e.g., compiled in or sysctl'ed in to the kernel) password checking.
