Port it to use tcl7.6/tk4.2 or even better, tcl/tk8.0 or forget about it.

My port of tkmail2.0 (mailer with tk frontend, supporting MIME and
traditional, non-mh mailboxes) could perhaps be found in the archives from
about a year ago - it was much too late already then.
