I don't know the solution, but I thought I let you know that you're not the only one seeing this. I'm using FreeBSD 4.8 with CUPS 1.1.18. In a desperate mood, I stop and start cupsd as root. Sometimes this seems to solve the problem. However, something is indeed not right here.
