Ooops!  In fact, I had a presentiment that I was missing something...
And that was it!  As lang{ruby,ruby14} ports did not define USE_RUBY,
bsd.port.mk didn't automatically include bsd.port.mk.

Thanks for reporting, I've just fixed them.
