No, what's apparently happening is that EVERY piece of mail this user receives is bouncing. It doesn't matter how they get the mail, whether by To:, Cc: (essentially the same thing), or Bcc:. It's all going to generate a bounce to the sender. Anyway, it seems to be fixed now (probably the postmaster unsubscribed them from the list or they fixed their broken anti-spam rules) so we can all stop worrying after this little lesson in how SMTP works.
