libncurses in base handles wide characters inconsistently and behaves completely broken under some locales (zh_CN.GB2312, zh_CN.GBK, ko_KR.CP949). Those bugs are fixed in 20081129 and the unctrl (which usually mis-escape wide characters) have been rework by the end of 2009.
