The Handbook has:

19.2.1. Bug reports and general commentary
19.2.3. Changes to existing source code

These give some clues.  Also the send-pr man page, which I suppose is
at the web site.

Seems like it should be in the first Handbook section above.  If not,
then maybe in a link off http://www.FreeBSD.org/send-pr.html and/or
below http://www.freebsd.org/support.html#gnats
