this one phases out all resolv.conf processing, any watermarks creation and
just pipes output to the resolvconf

There's a proposal for vpnc-script changes reflecting new resolvconf framework.
I'm not sure which FreeBSD versions do implement resolvconf so I think this
should be decided via Makefile somehow.
