As far as I understand the OS is looking at the run queue every 5 seconds. =
And
then averages it out over 1, 5 and 15 minutes.=20

A load of 0.20 for the 1 minute counter would mean that out of the 6 times =
it
looked at the run queue there was 1 job there in 2-3 of them.
