I think such an entry is necessary because of the way pkg updating works. When my last update was on 20180620 i will use "pkg updating -d 20180620". This will not include the generic entry for PHP flavor in 20180611. This is the reason why we keep the entry short and referenced back. I saw multiple people struggling with the switch to flavors, because the didn't know about it. Once they get it, everything is fine. But until there they need help. And its definitely POLA to hide the help in entries weeks or months before the impact. If you still feel against it, there is only one good way to avoid it: convert the rest of PHP-applications in one step. So there will be only one entry needed.
