Why are you installing 5.1.1 this time?? Your ports tree seems
absolutely stale somehow. Read the Handbook and update the whole tree
_correctly_ and try over again.
Note that the Ports Collection is supposed to work only when the whole
tree is in sync, including ports-base such as bsd.port.mk.
