If rcs2log can't find ChangeLog file, instead of using timestamp of ChangeLog, it uses "1970-1-1", which is passed to "cvs log" command. Because there is no timezone in the string, it assumes local timezone. For GMT, time_t for 1970-1-1 0:0:0 is 0.
