The (believed) quota fix *is* in place.  The above omitted change is
not the cause of runtime deadlocks.

What people are seeing now must be some other problem that I wan't
able to reproduce.

Once I hear back from someone who can reproduce it with debugging
enabled (I'm also trying) we can try to fix it.
