My read on the relevant stuff from XFree and moused was that it's not possible given the current state of things. The only thing moused does for you is give you the option of cut and paste in a cons25 terminal window, so if you're using X anyway it's not necessary. If you sometimes need to use the terminal window then switch to X you can always turn moused on, then turn it off again when you have to start up X. It would be nice to have moused support wheels on PS/2 mice, but if you're only using X you're not missing anything anyway.
