I just pulled the xterm binary out of the D release and it does
*not* suck cpu cycles so this bug was introduced in the E
release.  I'll check up on the bug reporting procedures.

The release notes for E mention:

     o POSIX termios support has been added for xterm on most BSD
       systems.  This removes the need for the BSD kernel to
       built with the COMPAT_43 option.  There are problems with this
       on FreeBSD 2.0.5 and earlier, so it isn't used in that case.

which may be related.
