I believe this belongs inthe lang category because:

1. This is Java specific stuff.

2. The devel category is for development *utilities* according to
devel/pkg/COMMENT.

I know there are several other ports that are not really utilities.
Either these have to be moved to other categories, or we should
re-define the category.
