X is only needed for skiptool. You can build and run SKIP without X, by
doing something (roughly) like this:

	- comment out BUILD_DEPENDS and LIB_DEPENDS in security/skip/Makefile
	- comment out skiptool & skipstat_ui in the various Makefiles
	- comment out skiptool & skipstat_ui in scripts/pre-install
