You need to install the X programmer's files.  I believe it's XF86prog.tgz
in the XF86312 directory on ftp.freebsd.org or the CD.  

Just run it through 'tar xzf XF86prog.tgz' to expand it.  You should be in
/usr/X11R6 when you do it.
