Don't know anything about CUPS, but - after you select your PPD file (via SPADMIN/New Printer/Add a printer/Import) and press OK, SPADMIN should display the "Choose a driver" window. If it DOES, then find the entry corresponding to the HP-PSC_1310 (which MAY not show exactly as that), and complete the "Add Printer/Choose a command line" setup.
