That tells me he just has a noisy line, or a pair of modems that haven't re-negotiated recently enough. They retried an unsuccessful transmission for a bit more than 5 seconds before they finally passed 6 pings at once. His ping performance was slow due to modem-to-modem retries, not due to reduced bandwidth on successful transmissions. -- David E.
