Seagates usually do, well, unless they aren't Seagates but CDCs. ;-) To be fair, these CDCs don't even claim SCSI-2 compliance either, AFAIK. The START STOP UNIT command is optional, but these CDCs do accept it -- it's only that they don't allow to turnoff the drive.
