That's about what we do here:
Enable tftp in /etc/inetd.conf, start a dhcp-server (isc3 is in the
ports tree) with

..
	server-identifier 10.0.0.1;
        option root-path "/tftpboot";
	filename "pxeboot";
..

in it.

Copy pxeboot from /boot to /tftpboot and put a kernel there with a
MD_ROOT filesystem in it that disklabels, newfs-es nfs-mounts, and
copies the stuff...
