I see this too.

Entering >>echo '<Ctrl-V><Ctrl-A><Ctrl-V><Ctrl-M>'<< on my keyboard gives
on local connection (console or xterm):
	11:23 ghost: /home/re 1% echo '^A^J'
on rlogin:
	11:24 ghost: /home/re 0% echo '^A^J'
however, on telnet:
	11:22 ghost: /home/re 0% echo '^A^M'

There is also a problem e.g. when (using vi) I remove CRs from a file with
:1,$ s/^M// by typing the usual >>:1,$ s/<Ctrl-V><Ctrl-M>//<<
It works, however, with >>:1,$ s/<Ctrl-V><Ctrl-V><Ctrl-M>//<<
