FreeBSD 11.1 reached EOL on 2018-09-30, so the package cluster switched to 11.2 as the oldest supported 11.* release where libdl.so is available. https://svnweb.freebsd.org/changeset/base/320872 pkg upgrade should've warned you about OSVERSION mismatch. Did you ignore?
