I can confirm that this seems to be a regression for 13.0-RELEASE.

I also suspect this is some kind of "special behaviour" with ASUS UEFI, as =
the
affected system here is also an ASUS board (Pro M560M-C)

I just received a new workstation today with said ASUS Pro M560MC/CSM board=
 and
a FreeBSD 13.0-RELEASE memstick isn't able to boot, whereas the 12.2-RELEASE
memstick boots and I'm able to install.
